From Kauaʻi's rural north shore, Billy was raised by older generations of fishers, farmers, paniolo and matriarchs. Billy received his MA in Urban and Regional Planning from UH Mānoa, his thesis contextualized Hawaiian planning through ontological mapping and pule via Papakū Makawalu. Currently, he is the Assistant Director of the Hui Makaʻāinana o Makana (the Hui) based in Hāʻena, whose notable work has been community-led resource management and stewardship: after the historic 2018 floods the Hui assumed management of the Hāʻena State Park putting in place an innovative, collaborative, regenerative model for stewardship and community-based economic development.
